Question as per the title. For the Flying Roots mini expansion, you'll replace all "Death is Lurking" skull / curse cards with the above Strangest Encounter cards, which act sometimes like a curse and sometimes not. Now some effects actually care about drawing curse cards (they look for the skull symbol), like when you're about to lose the game after running out of cards in the action deck and having to draw from the discard deck.

If the FR cards don't count as skull cards, your chances of losing the game would be much lower, as there's suddenly only one skull card (the main curse card) left in the deck, because the FR cards don't count. Quite a few abilities (ie. Amelia Earhart's character ability) would also become much better, because there's suddenly only 1 instead of 5 skull cards in the action deck.

If they _do_ count as skull cards, it would be much more consistent with the main game mechanics, since you replace 4 blank skull cards with 4 FR "skull" cards. But then why isn't there a skull printed on those cards? I've searched the forums both on this page and BGG and was not able to find any official answer. Please help!
