A problem with the Exploration card no. #M1996 (A horrific sight)

Hello!

We need your help.

On the Exploration card no. #M1996 (A horrific sight) there is
a Think / Compose myself action. Cost of it is 3+ and result is 0 (or cost 1+ and result 0 if...). There is the consequence of the action: a success, which results in discarding this card, and a failure, which results in taking a card no. 103. So, if this action is always success (0 stars needed to acomplish it), can it have the bad consequence
?

We are new to this game, so maybe we simply don't see something.

You may choose to not pay any cards and take the failure consequences. Sometimes this is the most appropriate option. Yes, it can have bad consequences, but it may be less bad than spending cards.
